David Esmaili

Mr. David Esmaili has thirteen years experience
in the area of transportation planning and implementation. David currently
serves as the director of West Valley College's Advanced Transportation
Technologies Center, and he has done transportation projects for Santa
Clara County, City of San Jose, and the City of Belmont.
As the Director of the Advanced Transportation Technologies
Center at West Valley College, Mr. Esmaili is responsible for the
development of the classes, designs regional transportation curriculum,
legislative outreach, and regional economic assessment. David and
his staff provide technical assistance and training service to organizations
interested in alternative fuels, intelligent transportation systems,
transportation demand management, pavement management, and geographic
information systems.
Prior to his assignment at West Valley College,
Mr. Esmaili worked for the City of San Jose's General Services Administration.
Here he was responsible for monitoring the alternative fuel vehicle
fleet. He co-authored a 5-year regional alternative fuel vehicle and
fueling station implementation plan, and served on the city's Alternative
Fuel Vehicle Task Force. With Santa Clara County, Mr. Esmaili worked
with the Transportation Demand Management program including congestion
mitigation and pavement management. Key areas of focus included signal
timing and accident data analysis.
Mr. Esmaili has a Bachelors Degree in Political
Economy of Natural Resources from the University of California at
Berkeley and has done graduate work in Environmental Studies at San
Jose State University.

Since 2002, Mr. Bless has been the CEO of H2 Solutions Inc. and its DBA, Blueline Power.
Prior to his current position with Blueline Power, Ed managed Silicon Valley high tech computer, internet equipment, and semiconductor equipment organizations for 20 years. He worked through the ranks of Silicon Valley, and in 2001, served as COO for a medium sized equipment company. His main skill has been as a key problem solver, team leader, and strategic planning leader. He now focuses his attention on the need to increase U.S. clean energy system adoption.
Blueline Power assesses, designs, and installs site specific clean energy systems including; solar, wind, biomass, biodiesel and others. They often begin by using an energy mapping process that determines the best life cycle cost of equipment.
Mr. Bless has a BS degree, specializing in atmospheric science and has completed some graduate work in engineering and business.

Spence Erickson is the Clean Air Transportation
Program Manager for Pacific Gas and Electric
Company's South Coast area. He has 14 years experience in the alternate
fuels arena and has helped to establish natural gas vehicle programs
in the Silicon Valley and the Monterey Bay area. He currently serves
on two Clean Cities Coalitions and has helped many with securing grant
funding to purchase vehicles and build the necessary infrastructure.
Services include technical assistance, fuel safety education, bid specifications,
and fleet program development.

American Electric Vehicle company. His companies provide consulting,
program management, product development, engineering, training, financing
and implementation of electric and hybrid vehicle projects. Bob has
an MBA, 13 years with IBM, was CEO for a $70,000,000 Distribution company,
CEO of two Software Development firms and designer of two Multi-media
technology products in Silicon Valley. His firms have implemented over
50 buses and multiple trucks, industrial, and patrol vehicles.

Thomas Stoflet has been the Environmental Manager of the Norman Y. Mineta (NYM) San Jose Int’l Airport (SJC) since 2001. Mr. Stoflet manages over eight (8) separate environmental programs at SJC including its innovative Alternative Fuels Program (AFP) and Clean Air Program (CAP).
Prior to joining the Airport, Mr. Stoflet had accumulated over 20 years experience as a chemical engineer, a project manager in the design/build field, and an environmental consultant and expert.
Mr. Stoflet’s first assignment with the Airport was to design and construct a compressed natural gas (CNG) fueling station, which was opened to the public in August 2003. Since then, Mr. Stoflet has developed the Airport’s AFP to include the conversion of Airport’s diesel shuttle buses to CNG, and he has developed innovative policies and incentives to promote CNG vehicle conversion for the Airport’s ground transportation operators, particularly the taxis cabs.
