The Regional Fund
The Regional Fund is a part of the Transportation Fund for Clean Air (TFCA) grant program, which is funded by a $4 surcharge on motor vehicles registered in the Bay Area.

Local Incentive Programs:

Bay
Area Air Quality Management District (BAAQMD) provides grant and incentive programs in the region
surrounding the San Francisco Bay: Alameda, Contra Costa,
Marin, Napa, San Francisco, San Mateo, Santa Clara, the western
half of Solano and the southern half of Sonoma counties. Grants
and incentive programs administered by BAAQMD include:

Moyer Program - Incentives for Lower Emission Heavy
Duty Engines
Low
Emission School Bus Program - Provides financial incentives
to school districts to replace older school buses
Transportation
Fund for Clean Air (TFCA) - Grant program funded by
a $4 surcharge on motor vehicles registered in the Bay Area.
Goal is to implement the most cost-effective projects in
the Bay Area that will decrease motor vehicle emissions,
and therefore improve air quality.
Vehicle
Buy Back - Will pay $500 for an operating and registered
1985 and older vehicle. Vehicle dismantlers contracted by
the Air District will scrap the vehicles.
San Jose Clean Air Vehicle Parking Program
The City of San Jose has developed a Clean Air Vehicle Parking Program to encourage reduced auto emissions, stimulate activity in the downtown, and increase sales of clean-air vehicles at San Jose auto dealerships.

State Incentive Programs:

The
Carl Moyer Program: Incentives for Cleaner Heavy-Duty Engines
Eligible projects include cleaner on-road, off-road, marine,
locomotive and stationary agricultural pump engines, as well
as forklifts, airport ground support equipment, and auxiliary
power units.
California's
Efficient Vehicle Program
Purchasers of light-duty NGVs are qualified for this program.
Be sure to check for program eligibility (and funding availability)
before purchasing or leasing a vehicle. Primary goal of the
program is to reduce petroleum use in California vehicles.
The program co-funds the most fuel-efficient vehicles and
works to increase consumer market demand for these vehicles.
The incentives are given on a first come, first served basis
at the time of purchase or lease. Incentive amounts vary by
county, but are generally $3,000 per NGV. California Energy

Lower Emission School Bus Program
Expanded
Statewide ZEV Incentive Program - ZIP II
Incentive program for the purchase or lease of new zero
emission vehicles (ZEVs). This program will provide a total
of $18 million in grants to reduce the incremental cost of
new ZEVs. Individual grants totaling up to $9,000 may be provided
in three installments over a 36-month period. These grants
are available to qualified private and public consumers that
lease or purchase a new ZEV between October 1, 2000, and December
31, 2002. Staff are currently working on the ZIP II revisions
to the ZEV Incentive Program that will provide additional
ZEV grants through June 2004 and includes a fleet program.

A one-time tax deduction on your federal income tax return
from the IRS. The maximum allowable deduction amount is
as much as $3,150. |

Fuel Vehicle Refueling Property Federal Tax Incentive
Tax deductions available to business for installation
of a clean-fuel vehicle property and clean-fuel vehicle
refueling property from the IRS. These deductions are
allowed only in the tax year you place the property in
service. |

The Department
Of Energy's State
Energy Program (SEP)
provides funding to states for the maintenance of State
Energy Offices and undertaking state-specific energy conservation
projects. Historically, SEP has provided funds on a competitive
basis to designated Clean Cities coalitions for specific
projects related to promoting alternative fuel vehicle
(AFV) infrastructure development; acquiring AFV school
buses; and acquiring commercially-available AFVs, particularly
for niche market activities. This proposal can only be
applied by a Clean Cities Coalition and submitted to the
State Energy Office, the California Energy Commission.
The solicitation period usually begins late winter and
the proposals are due in early spring. |

The
Clean Fuels Formula Grant Program
created by the Transportation Equity Act for the 21st
Century, assists non-attainment and maintenance areas
in achieving or maintaining attainment status. The program
supports emerging technologies and projects that create
markets for new clean fuel technologies. Non-attainment
and maintenance areas can apply for funds to acquire
clean fuel vehicles, repower or retrofit engines for
clean fuels operation, and construct or improve facilities
to support these vehicles.

| Synergy EV Funding has increased to $200,000,000 for financing electric, hybrid and fuel cell products for Federal, State, County and Municipal organizations to use to spread their costs of key "essential equipment" projects over 5 to 7 years.
