Regulations and Legislation

Federal Regulations:

Department of Energy (DOE)
  • Energy Policy Act of 1992 (EPAct)
Passed by Congress to reduce our nation's dependence on imported petroleum. Requires certain fleets to acquire alternative fuel vehicles (AFVs) that are capable of operating on non-petroleum fuels.
    Environmental Protection Agency (EPA)
  • EPA Office of Transportation and Air Quality (OTAQ)
OTAQ regulates air pollution from motor vehicles, engines, and the fuels used to operate them, and encourages travel choices that minimize emissions. These "mobile sources" include cars and light trucks, large trucks and buses, nonroad recreational vehicles, farm and construction equipment, lawn and garden equipment, marine engines, aircraft, and locomotives.
  • Cars and Light Trucks
Information on regulating emissions from passenger cars and light trucks. This includes consumer information, vehicle standards and regulations, certification and compliance, fuel economy, and test data.
  • Heavy-Duty Highway Engines
Information regarding EPA's diesel programs, regulations, and retrofit/rebuild programs. Also includes general information regarding heavy-duty highway engines, such as trucks and buses, and their emissions.
  • Fuels
Information on programs and regulations, reformulated gasoline, Tier 2/gasoline sulfur, diesel, alternative fuels and MTBE.
  • Regulations
This page lists Federal Register notices originated by the Office of Transportation and Air Quality (OTAQ) since 1994.
    Department of Transportation (DOT)
  • NHTSA Corporate Average Fuel Economy (CAFÉ) Regulations
Information on the CAFE program, including a program overview, related rulemaking activities, research, fleet characteristics and summaries of manufacturers' fuel economy performance since 1978. Regulating CAFE is the responsibility of two federal agencies: The National Highway Traffic Safety Administration (NHTSA) and the Environmental Protection Agency (EPA). NHTSA sets fuel economy standards for cars and light trucks sold in the U.S.; EPA calculates the average fuel economy for each manufacturer.
  • Volumtary Airport Low Emissions (VALE) Program
Information on the Federal Aviation Administration (FAA) VALE pilot program including announcements, reporting requirements, summary reports and program guidance documents.

    Federal Legislation:

  • U.S. Congress

    EPA Voluntary Programs :

    EPA's Cleaner Diesel Programs
The EPA promotes clean diesel engines to improve air quality and health while at the same time increase fuel efficiency and durability of diesel engines. While the EPA has programs to help diesel engines of today, these voluntary programs may become regulatory measure for the diesel engines of tomorrow.
    Clean School Bus USA
EPA's Clean School Bus USA program brings together partners from business, education, transportation, and public health organizations to work toward eliminating unnecessary public school bus idling; retrofitting buses with better emission control technologies; and replacing the oldest buses in the fleet with new, less polluting buses.
    SmartWay Transport
EPA created SmartWay Transport, a partnership with leading freight-haulers, retailers and manufacturers, to reduce fuel consumption from the transportation sector in the United States; emissions affecting human health, especially in densely populated urban areas; and greenhouse gas emissions.

    Voluntary Diesel Retrofit Program
The Diesel Retrofit Program works to reduce pollution resulting from existing diesel vehicles and equipment by encouraging fleet owners to install pollution-reducing devices on the vehicles and to use cleaner-burning diesel fuel. This involves working with state, local, and industry partners to verify the effectiveness of pollution-reducing technology and to create retrofit projects around the country.

California Air Resources Board (ARB) Regulations:

  • Regulatory and other information on all vehicles sold in California including zero and near-zero emission vehicles, fuel cells, heavy-duty vehicle inspection program, on-board diagnostics, off-road emission reductions, voluntary accelerated vehicle retirement program (also known as the "scrappage program"), and search DriveClean.ca.gov - ARB's car buyers guide to find the least polluting vehicles on the market.
  • Information on the proposed development of regulations to reduce greenhouse gas emissions from motor vehicles. Find information concerning climate change including Assembly Bill 1493 (Pavley) signed by the Governor on July 22, 2002.
  • Includes all recent information on the Low Emission Vehicle Program, including the LEV II amendments.
  • Includes information on current standards, test procedures, regulatory documents, hearing notices, proposed regulations and related programs.
  • Information regarding the ARB's efforts to reduce both criteria pollutant emissions and exposure to toxic air contaminants from urban buses. The regulation affects both public transit operators and heavy-duty engine manufacturers
  • The ARB staff, in coordination with the California Energy Commission and the local air pollution control districts, is developing guidelines to establish a Lower Emission School Bus Program. The guidelines will provide criteria for the purchase of new school buses and retrofits of existing school buses to reduce particulate matter emissions.
  • Information about the proposed School Bus Idling airborne toxic control measure (ATCM).
  • Information on the proposed airborne toxic control measure for diesel particulate matter (PM) from on-road heavy-duty diesel-fueled residential and commercial solid waste collection vehicles.
  • Information on the On-Road Heavy-Duty Diesel Truck Idling Reduction Program.
  • General information regarding Zero Emission Vehicle technologies, such as battery and fuel cell electric vehicles, ARB regulatory activity, and links to other websites.
  • Information on alternative fuels, the cleaner-burning gasoline program, diesel fuel regulations, plus fuel-related enforcement activities.
  • Current text of local, state, and federal statutes, plus state and local regulations affecting air quality management in California.
  • These are updated annually and available electronically for the years 1995 through 2004 in a variety of formats. In addition, for 2004 only, a comprehensive search capability has been added for the entire code book.
